Canadian prisoners can no longer count their pre-trial custody time "two-for-one."
The federal government first proposed the changes nearly a year ago because of concerns that prisoners were intentionally delaying their trials to rack up as much "two-for-one" time as possible, which then shortened their sentences. In fact in some cases after sentencing, convicts were walking away free, for example, when a prisoner was sentenced to four years for a crime but had served two awaiting their trial and sentencing.
It was something Saskatchewan's Justice Minister long pushed for. But Don Morgan admits the change may produce some challenges here and he admits add new pressures.
"It was easy to stay in jail because you were getting double time for it, so it may increase pressures either by the way of more bail hearings or putting pressure on to bring trials forward."
Morgan says he will be watching to determine the impact if any the change makes.
